The narrator's father faces discrimination when he is looking for housing in New Jersey because he is Hispanic. The area in which he is looking for housing had been mainly occupied by Jewish people for a long time and they were worried about having so many Hispanic (or non-white in general) people coming into the neighborhood.
This is very typical of the experience of minorities in the United States. The first members of any given minority who try to move into a new area often find that people are not willing to rent to them.
