After saying he doesn't really like tournaments, what two reasons does Hank Morgan give for attending them?

As you say, Hank Morgan says he doesn't like tournaments but tends to go to watch them even so.

Also as you say, he gives two reasons.

First, he says he pretty much has to do it because he's a statesman (politician).  He says that, especially if you are a statesman, you have to do the things your neighbors like or else they won't like you.

Second, he says he wants to because he's a businessman.  He thinks he ought to be able to invent a way to improve the tournaments.
